What is a Planning and Design Agreement? (A Homeowner's Guide)

What is a Planning and Design Agreement?
A Planning and Design Agreement is a paid contract between a homeowner and a remodeling company that covers the detailed planning and design work required before any construction begins. It is the stage where your project gets fully mapped out: measurements are taken, layouts are evaluated, materials are selected, and a complete scope of work is defined. At Phoenix Home Remodeling, this agreement costs $2,000 per room and is the foundation of every project we take on.
WHY THIS MATTERS TO YOU AS A HOMEOWNER
Why do design-build remodeling companies charge for planning and design?
Most homeowners assume the planning and design stage is free. It is not, and when companies treat it that way, you pay for it later. Here is what happens when planning is skipped or rushed: the project starts, unexpected issues surface mid-construction, costs change, timelines blow up, and suddenly you are stuck mid-remodel with a contractor asking for more money. That scenario is the source of most remodeling horror stories.
A Planning and Design Agreement exists to prevent that. It funds the work required to catch problems before they become expensive surprises. Structural limitations get identified. Plumbing and electrical realities get assessed. Your budget gets matched against what you actually want to build. None of that can happen in a free 30-minute estimate.
The planning and design fee is not an extra cost. It is the cost of knowing exactly what you are getting into before you commit to a construction contract.
What does the Planning and Design Agreement actually include?
At Phoenix Home Remodeling, the Planning and Design Agreement covers five areas of work before construction is ever scheduled.
Feasibility Assessment: A thorough evaluation of your home's layout, structure, plumbing, and electrical to determine what is realistically possible within your budget and space.
Detailed Scope of Work: A complete written description of every element of your project, including what is included and what is explicitly excluded. No grey areas.
Trade Coordination Planning: Mapping out the sequence of subcontractor work so plumbing, electrical, and tile installation happen in the right order without delays.
3D Design and Material Selections: Working with our in-house designer to finalize your layout, finishes, cabinetry, and fixtures so everything is decided before demolition starts.
Final Pricing: After design is complete, you receive a final project price. This is not a range or an estimate. It is a defined number based on a fully planned project.
COMMON MISCONCEPTIONS
Does paying the planning fee mean I am committed to building?
No. The Planning and Design Agreement covers the planning and design phase only. At the end of that process, you receive a final price and a complete project plan. You then decide whether to move forward with construction. If you choose not to proceed, you keep the plans and design work. You are not locked in.
Is a planning and design fee a red flag?
The opposite is true. A contractor who offers free estimates and jumps straight to construction is skipping the work that protects you. Free estimates are based on assumptions. A planning and design agreement is based on facts. The remodeling companies that charge for this phase are the ones who take accuracy seriously.
What is the difference between a planning agreement and a construction contract?
A planning agreement covers the work done before construction: design, selections, measurements, and scope definition. A construction contract is signed after the planning phase is complete and covers the actual build. They are two separate agreements. You should never sign a construction contract before a detailed planning and design phase has been completed.
